This policy paper presents the findings of the assessments carried out in the above-mentioned Western Balkan Countries. It analyzes the level of benefiting from the Instrument of Pre-Accession Assistance (IPA), offering a comparative analysis based on the previous experiences with the CARDS program. In addition, this policy paper provides some indications as to what extent the national and local authorities of candidate countries are prepared to use IPA programs and to take over the responsibilities of managing these funds without direct assistance from the EU.
This paper derives from extensive interviews conducted with central, local government officials and civil society leaders in Albania, Bosnia-Herzegovina, Macedonia and Montenegro. The feedback gathered from these stakeholders has enabled EMA to draw up conclusions and offer policy recommendations to the European Commission and national governments of the respective countries under observation.

LGI is announcing the airing of a new policy brief it commissioned and funded called: Accessing Integration: Problems and Solutions to Adapting IPA to Albania, Bosnia-Herzegovina, Macedonia and Montenegro.
The paper offers evidence-based analysis and policy recommendations on the disbursement and management of the European Union's funding program for the Western Balkans, known as the Instrument for Pre-Accession (IPA). It concludes that there are a variety of practical steps that both the European Union and the respective national governments in the region can take to ensure IPA funds are disbursed more fairly, more effectively and in ways that are more likely to produce the outcomes sought by Brussels. These suggestions are clearly spelled out in the short report. The paper was produced in cooperation with the Soros foundations and their researchers in Albania, Bosnia, Macedonia and Montenegro, as well as OSI Brussels. European Movement Albania (EMA) coordinated the country researchers and authored the paper. The document will be used in Brussels and in national capitals to advocate for the suggested reforms.
