All over Europe, cities need to cope with the effects of demographic change. Aging and migration have a huge impact on the social, economic and environmental fabric of our cities. We need to act now to prepare ourselves for the rapidly changing future. Some cities have implemented successful strategies. Others still need to find their way. The 3rd annual conference of the European Urban Knowledge Network (EUKN) brings together all stakeholders for an interactive exchange of views, strategies, experiences and hands-on knowledge. Policy makers, researchers and practitioners at EU, national and local level will present the main challenges and solutions.
The EUKN 2010 conference will feed into the High-level Conference on demographic change which will be organised by the Hungarian Presidency of the European Union.

The partners of the “EGTC” project (Expertising Governance for Transfrontier Conurbations), co-financed by the URBACT II programme, aim to exchange on methods and tools to improve the governance of their cross-border conurbations, including the European Grouping of Territorial Cooperation instrument. After having discussed internal governance issues during a first seminar in March 2009 in Chaves (Portugal), they will discuss in Lille the means to involve civil society within cross-border conurbations.

The Hague Academy for Local Governance organises the MTEC Decentralisation and EU Accession programme, which will be held in The Hague and Brussels between 16 and 27 November 2009. Government officials working for ministries, regional or local governments, local government associations or public administration training institutes in the field of decentralisation and EU accession are invited to participate in this programme. Eligible countries are: Bulgaria, Romania, Croatia, Macedonia, Turkey, Albania, Bosnia & Herzogovina, Kosovo, Montenegro, and Serbia.

The aim of this training course is to assist potential project managers and project partners with the development of good European project budgets under Community action programmes and the Instrument for pre-accession assistance (IPA). Participants will obtain a unique understanding of eff ective project budgeting, thus optimizing the award of a maximum amount of the grant and complying with a set of European Commission rules and procedures. The method, followed is interactive and practical, combining empirical knowledge and a learning-by-doing approach through simulations and exercices. The course will be taught in English language.
