Success Story: Local Economic Growth Committees (LEGCs) Provide a Public-Private Forum.
Local Economic Growth Committees (LEGCs) provide a public-private forum for an open discussion and assessment of municipal economic growth strategies.
The LEGCs in the LGPA’s 10 target cities developed a strategic vision of future local economic growth potential in their municipality, and prioritized immediate actions within the context of a short-term local economic development action plan. This plan and subsequent implementation activities were a result of coordination between LGPA project staff, municipality staff, and other stakeholders active in the respective municipality. The LEGC action plans have been successful in mobilizing resources for change: on average, five to six actions were implemented in each city during Year 1 of the LGPA.

Success Story: Korça Job Fair Improves the Labor Market and Results in 22 New Jobs.
Korça’s Job Fair, organized on 14 July 2009, gave businesses the opportunity to promote their activities and select the ideal candidate.
The labor market in Korcë City is very informal. There are no structured methods of announcing vacancies and in the majority of cases vacancy information never reaches the target group. Businesses have not identified appropriate information channels, and applicants have no way of finding vacancies except for word of mouth. Often, it is a matter of who you know rather than the quality of one’s qualifications. As a result the demand and supply do not meet each other properly.

USAID's new four-year $7.3 million Local Governance Program in Albania (LGPA) aims to improve governance in select municipalities and build public-private partnerships to create a “business friendly” environment in which the local private sector can flourish. USAID activities will seek to increase investment, create jobs, raise incomes, and ultimately, expand municipalities’ tax base revenues.
An internal Study Tour organized by the Municipality of Kukes to that of Vore, brought together tax office representatives from both municipalities resulting in a revenue plan increase for the
Kukes Municipality for the second half of 2009.

Citizens and business partners work with the Gramsh Municipality to keep their community safe, clean, and beautiful.
A key aim of LGPA’s work is to help municipalities improve public services and engage local citizens and community stakeholders to work with the Municipality in this effort. In Gramsh, LGPA has targeted improvements to the cleaning service (waste collection/disposal).

The municipality of Fushe-Kruje City with the assistance of the LGPA Project established the Local economic Growth Committee that consist in twenty people representatives of the public sector – the technical staff of the municipality, the business community , civil society .
The committees were convened in February. As their initial task, the Fushe Kruje committee evaluated and identified key factors that need to be addressed in order to coordinate and encourage local economic growth. Considerations included the availability of human and natural resources, economic status of the municipality, the city’s cultural and social environment, as well as priorities for infrastructure and public service improvements. In addition, administrative reforms in the area of tax collection, budgeting, asset and financial management, and public procurement that will help create a ‘business friendly’ environment and attract new investment were also addressed during the action planning workshops.
The LEGC in Fushe Kruje developed a strategic vision of the future local economic growth of their municipality, and prioritized immediate actions within the context of a short-term local economic development plan. One important goal of this action plan was conducting Fushe Kruje Business attitude survey, the results of which will be part of the municipality policies for the purpose of improving local services.

Monitoring Manual of Development Strategy of Fier City.
The Fieri Development Strategy Monitoring Plan is based on a system of monitoring results, which is a logical model that defines and connects the obtained output as a result of daily activities carried out both by the municipality and projects undertaken in the context of implementing the strategy with the output of programs, objectives, and strategic goals, determined in the Fieri Development Strategy.
The logical model used as a basis for the result monitoring system, focuses on concrete results, and ensures a continuous improvement of the process. Every result has its respective indicators, which measure the real impact on meeting the objectives and on improving the life of Fieri citizens.
