32nd EGPA Annual Conference

The European Group for Public Administration (EGPA) will organize its 2010 Annual Conference in Toulouse, France, on September 8-10, 2010. The main conference theme will be Temporalities, Public Administrations & Public Policies.

Such an embracing yet sensitive theme as temporality, in a period where the world is facing again a major crisis which has raised our awareness of many underlying risks of our socio-political systems and gives arguments to those who advocate for a renewed strong political "voluntarism" and leadership, appears as an interesting overarching reference for EGPA 2010. In line with this the events tries to address, not exclusively, the following questions:


  • How and to what extent do political alternations reshape policies? Does the "multi-level" dimension make a difference there?
  • How do public institutions develop procedures to prevent risks? Are bureaucracies able to manage crises? And does the increasingly "multi-level" nature of governing processes within the EU helpful or not in that respect?
  • How political will and/or crises provoke (or not) durable "paradigm shifts" in the organization of government and in public policies?
  • How reform in the public sector is no more exceptional and becomes a permanent "tool of government"?

As in the previous years, the conference will be structured along permanent study groups, working groups and permanent practitioners groups:
