Contributions and cases come from local governance experts from all parts of the world. By following these courses, the civil servants will develop the knowledge and skills they need to improve living conditions in their local societies. Course topics are, for example: citizen participation, municipal management, local economic development, infrastructure or the provision of public services like water, health and education.

The Talent for Governance scholarship program contains at least the following activities:

• Training course at The Hague Academy for Local Governance (either Local Economic Development (June 14-18, 2010) or Local Service Delivery (September 6-17, 2010)
• Week-long internship at a Dutch Local Government 
• Talent for Governance Network event

The Talent for Governance scholarship target group consists of young (<37) civil servants working for local governments in developing countries or Eastern European (non –EU) countries, with at least two years of work experience, working within a local government for at least two more years.
