The ability of local governments to borrow the necessary funds for investment projects allow municipalities to provide better services to the population and more effectively promote local economic growth.
USAID's four-year $7.3 million Local Governance Program in Albania (LGPA) improves governance in select municipalities and builds public-private partnerships to create a “business friendly” environment in which the local private sector can flourish. USAID activities increase investment, create jobs, raise incomes, and ultimately, expand municipalities’ tax base revenues.
On March 31, 2010, Korce Municipality became the second Albanian municipality to sign a commercial loan agreement. The 10 year, 100 million Lek loan from ProCredit Bank will be used to finance three infrastructure projects for the Center City including improving a central boulevard, reconstructing a central square, and enhancing road signage and pavements.
Albanian local government units became eligible to borrow when the Law on Local Government Borrowing was approved in February 2009. The right to borrow is an important financial instrument for local government units (LGUs) enabling them to implement larger infrastructure projects thereby providing better services and improved conditions for economic growth.
By following an open and transparent process, Korce Municipality was able to obtain excellent loan terms. The loan application process entailed obtaining quotes from 6 banks, and the careful consideration of each proposal by an Evaluation Commission. In addition, the Municipal Council approved both the terms of the loan and the use of the funds.
