This note provides details on a number of grant programs for intermediate levels of government in European countries.The first section describes the general characteristics of intergovernmental transfer programs. The second section provides details on the allocation mechanisms used in transfer programs in several European countries. In the last section there are three French investment programs described.Examples are from France, the Netherlands, Norway, and Great Britain. This paper is part of a collection of studies on Fiscal Aspects of Governmental Reform in Poland: 1998. This collection was prepared by the Urban Institute for USAID.
